This fast-track project involves a rebuild of the I-580/U.S. 395 interchange at Moana Lane (exit #64) in southeastern Reno. It will become the first "diverging diamond interchange" (DDI) in the state of Nevada. This means that when this project is completed, through traffic on the Moana Ln overpass will briefly cross over and run to the left of motorists going the opposite direction, before crossing back over to the normal side. This allows traffic entering the freeway to make the left turn onto the entrance ramps to flow freely without having to have a separate traffic signal cycle, minimizing delays. Please note that in a separate project, Moana Lane itself is being totally rebuilt and widened between Baker Ln (one block west of Virginia St) and the I-580/U.S. 395 freeway. This will impact traffic heading between the freeway and two of the major hotel/casino resorts (Peppermill & Atlantis) located along Virginia. I-580/U.S. 395 Freeway: Construct new partial interchange at Meadowood Mall Way
This project involves the reconstruction of two new ramps and a new grade-separated crossing of the I-580/U.S. 395 Freeway in the vicinity of the Meadowood Mall. The purpose of this project is to ease congestion on the current partial traffic interchange #63 (which serves S. Virginia Ave & Kietzke Ln) in order to improve traffic flow in this densly developed commercial area of southern Reno. Meadowood Mall Way is being extended to the west, under the freeway, from S. Virginia St all the way to Kietzke Ln. Additional elements of this project also included a complete rehab of the freeway's existing bridges over McCarran Blvd South and S. Virginia Ave (S.R. 430) and the construction of new frontage roads to connect the existing Neil Rd interchange with the new ramps at Meadowood Mall Wy. The two existing ramps north of Neil have been closed and are being removed, wich will effectively make this into a split diamond interchange. Construction began in 2010 and is scheduled to be completed 24-30 months later (sometime during 2012 or early 2013). See the project website for more information.

Latest update: Construction is still underway as of September 21, 2012. The southbound off-ramp to Neil Rd has been permanently closed as has the northbound on-ramp. The new undercrossing for Meadowood Mall Wy is about 2/3 complete. Traffic on mainline I-580/U.S. 395 is limited to 55 MPH due to lane shifts and reduced lane widths. I-580/U.S. 395 Freeway: Rebuild/Widen Northbound Freeway between Moana Ln & I-80

This huge $70-80 million project involved the reconstruction and widening of the northbound lanes of the I-580/U.S. 395 Freeway between the Moana Lane on-ramp and Interstate 80 (the Reno/Sparks "Spaghetti Bowl" interchange). It also involved all traffic interchange ramps and bridges in this 2.87 mile-long section of Reno's north-south freeway. Now complete, there is a minimum of four through travel lanes for northbound traffic throughout this area. There is also now separate exit points for eastbound I-80 (#58A) and westbound I-80 (#58B). This project began fast-track construction in February 2010. Major construction concluded in the Fall of 2011, with project landscaping and other minor detail work finished in the 2nd Quarter of 2012.

I-80: Reconfigure Partick Interchange (Exit 28)
This $8 million project will complete the conversion of this interchange into a diamond configuration. Prior to the development of the Patrick Business Park, the eastbound ramps were in a similar configuration to those currently in use for westbound I-80 (and much closer to the existing underpass). But the develpoment and construction of the industrial and commercial distribution facilities along Waltham Way begat the partial upgrading of this interchange (along with the creation of Nevada S.R. 655 and its modern bridge over the Truckee River). So I-80's eastbound ramps on and off ramps were modified at that time to be their present location and configuration, which allows much safer movement of the many large trucks heading between the Interstate and the business park.
I-80 Exit 28: Patrick, NV Area
It was always the intention to construct an underpass and matching westbound ramps at this relocated interchange, but lack of funding postponed that until now. Thus, the rather confusing configuration for those heading back to the Reno/Sparks area has existed for the past several years. The sharp loop of the current WB on-ramp is of great concern to the many truckers who have to use it. With the supposed commitment of private money from nearby businesses, this project had finally made it into the queue for eventual construction. However, as of late 2009 it had not been assigned sufficient priority to reach construction. So it remains on NDOT's "wish list" for future funding - so stay tuned!

Pyramid Way (NV 445): Rebuild/widen between Sparks & Spanish Springs Valley
Due to explosive growth in Sparks and points to the north, Nevada S.R. 445 (Pyramid Way in Sparks) is no longer adequate to handle current and future traffic loads. As a result, Nevada DOT has completed preliminary studies and is working on the environnmental impact report for this project, which will rebuild and widen Pyramid Way from just south of its interchange with I-80 (between Victorian Ave & Nugget Ave) in Sparks all the way north to Calle de la Plata Drive in the Spanish Springs Valley area. A separate, new terrain arterial segment (Pyramid Hwy) to the south of Nugget Ave crossing over the the rail yards and the Truckee River to Mill Street in Reno is also under evaluation. Construction of this $550 million to $870 million project is currently not scheduled to begin until adequate funding can be obtained.

I-580 Extention = U.S. 395 Freeway's Steamboat Hills Section

Breaking News (Fall 2012)
     I-580/US 395 Freeway Now Complete between Reno & Carson City     

On Monday, August 27, 2012, the Nevada Department of Transportation (NDOT) opened the northbound lanes of the long awaited missing link in the new route of U.S. 395 through the Steamboat Hills, completing the freeway connection between Reno and Carson City (the southbound lanes were opened on the prior Friday). Now that this route has been substantially competed, the entire 31.841 miles (as listed by NDOT) of freeway between I-80 east of downtown Reno and U.S. 50 at William St in Carson City has been officially designated and signed as Interstate 580 (I-580) in addition to U.S. 395.

The former surface route of highway 395 – from Virginia St near Tahoe Junction (exit 57) and along the Carson-Reno Highway south through Pleasant Valley and Washoe City to Winters Ranch – which had been officially listed as a part of Nevada S.R. 430, has been resigned by NDOT as Alternate U.S. 395 (US 395A). That new 395A designation also extends further south to include the pre-1970, historical routing of highway 395 through Franktown in Washoe Valley along Bowers Mansion Road (most recently Nevada S.R. 429) all the way back to the freeway at the East Lake Boulevard interchange (exit 44). During high wind events, truck and high-profile vehicle traffic may be diverted to use 395A as necessary.

Remaining work on I-580 includes final completion of the permanent ramps at the Bowers Mansion traffic interchange (exit 50), which should be done sometime in October 2012, as well as the final phase of the Carson City Freeway (from Fairview Dr south and west to the Spooner Junction interchange site on S. Carson St (U.S. 395 SOUTH) at U.S. 50 WEST), which is yet to be scheduled due to funding issues (though certain preliminary work has already begun). The 1.78-mile open section between William St and Fairview Dr is not yet officially I-580, but is co-signed as U.S. 50 and U.S. 395, which use Fairview and Carson as a temporary connection for route continuity.

Project History

This 8.5-mile, $657 million project was opened to traffic in late August 2012. It was the costliest highway segment ever built in northern Nevada, in part due to the mountainous terrain, but also since it has to cross a major geothermal field (just southwest of Tahoe Junction near Steamboat).

Construction on Phase 1 of this project began in late 2003. This initial $80+ million contract included construction of two of the project's five main bridges, most frontage and permenent local access roads (all of which are now open to traffic and also double as construction access routes), and two overpasses bridging surface roads. One of this phase's two major bridge spans has been completed (Browns Creek Bridge) and the other is now taking shape. Both can clearly be seen (during daylight hours & in good weather) from the current route of U.S. 395 along the Carson-Reno Highway near Washoe Hill. The overpasses have also been completed, one of these (on Parker Ranch Rd - the former Joy Ranch Rd) being highly visible from Washoe City.

The signature structure of this freeway is the spectacular Galena Creek Bridge, which was portrayed in the project's logo. This concrete cathedreal arch bridge, the largest of its type in the world, has a total span of 1,719 feet and soars 302 feet above the creek on the canyon floor below. Along with three of the other major spans in this project, the Galena Creek Bridge features a fixed, automated anti-icing system. This will allow for much safer travel over these bridges during the winter weather season.

Phase 2 originally got underway in late 2005. Tasks in this $270+ million package consisted of earthwork for the actual roadway grade, construction of the traffic interchanges at either end of the project, three additional bridges, roadway paving, and all other things (e.g., drainage improvements, retaining walls, signage, final landscaping) necessary to ready this freeway corridor for the traveling public.

2006 Galena Creek Bridge dispute delayed entire project
Construction was halted in early 2006 on the $657 million I-580 Freeway extention through the Steamboat Hills due to a dispute between the Nevada Department of Transportation (NDOT) and Edward Kraemer & Sons, Inc. (Kraemer), one of the project's principal contractors. The problem arose when the Kraemer claimed that the design of the signature Galena Creek Bridge was not adequate to support continued construction of that struture in high wind situations. Piers for the $45 million bridge, to be the highest such roadway bridge wholly within the state of Nevada, were being built when the Kraemer claimed to discover flaws in the engineering that might compromise the structure during construction of its main arch. In May 2006, the contract for construction that structure was terminated by mutual agreement between NDOT and Kraemer. NDOT had to rebid the uncompleted portions of the original Phase 1 contract, and decided to combine that work into a single contract also covering the remaining tasks from original Phase 2. Bids were advertised and a new contractor was finally announced in November 2006.

Work on the bridge and all remaining elements from both original phases resumed in early 2007. As a result of this significant delay, the entire project's completion date has now been pushed back to mid-2012. As of late 2009, construction of the Galena Creek Bridge is now well underway, with one main arch in place and the other rapidly taking shape.

Phase 2B, Package #1 of the Carson City Freeway now underway

Phase 1 of the Carson City Freeway opened to traffic on Thursday, February 16, 2006. Since this partially completed freeway was signed as mainline U.S. 395 by Nevada's Department of Transportation, there were several immediate repercussions at that time for various surface streets in Carson City:

The 2006 section of new freeway (Phase 1) runs between the north end of Carson Street (near the foot of Lakeview Hill) and E. William Street (U.S. 50), a distance of just over 3 miles. The second section (Phase 2A) opened in September 2009 and runs for a little over 2 miles between William Street and Fairview Drive. From north to south, here is a list of the traffic interchanges on the open sections of the freeway:

Both exit 41 (College Parkway) and exit 39 (William St) are single point urban interchanges - commonly referred to as SPUIs (and pronounced SPOO-ee). This relatively new form of traffic interchange features a common focal point for all left-turn movements between the ramps and the surface street, allowing a single stoplight to control traffic. It also cuts the number of required traffic signal phases from four to three, allowing for more efficient movement of vehicles. And since motorists turning left in opposite directions at a SPUI pass to the left of each other, this design eliminates the potential for gridlock often seen at traditional two-signal diamond interchanges (where drivers waiting to turn left onto a freeway sometimes get interlocked because they must remain to the right of those bound for the opposite travel direction).

Please note that until Phase 2B is opened, only the northern half of the Fairview Drive interchange (#37) will be available (both of the NB on-ramps & the mandatory SB off-ramp).

Nevada's DOT (NDOT) has signed the Phase 2A section of the freeway between William St and Fairview Dr as mainline U.S. 50 and U.S. 395. Fairview Drive (which until now has had NO state highway designation at all) has been designated TEMPORARY U.S. 50 & 395 in order to carry those routes west to Carson St (their original alignment. That allows through traffic on both routes to completely bypass the congested state capitol district in central Carson City. Business Route 395 was extended south on Carson St from William to Fairview to maintain continuity (it is unclear at this time if a "Business Route 50" has also been signed).

Also, now that the Steamboat Hills section of freeway has been opened in Washoe County (late August 2012), the Carson City Freeway has been officially signed as part of Interstate 580 (I-580), but only as far south as William St. The remaining open portion south to Fairview remains signed only as U.S. 50 & 395.

Phase 2B
The final portion of the Carson City Freeway project has begun with package #1, the construction of several bridges and certain other work in the final alignment. Package #2, the actual mainline construction will commence when the bulk of this Phase's required $147 million to $200 million in funding becomes available. Overall, this phase will construct about 3.73 miles of 4-lane freeway between Fairview Drive and the existing U.S. 50 expressway (Spooner Summit Highway) which carries traffic west from U.S. 395 at S. Carson Street toward Lake Tahoe. The south portions of the interchange at Fairview will be completed and from there the alignment will run south to parallel S. Edmonds Drive just to the west of that local arterial. Colorado Street will lose its access to Edmonds, but the freeway alignment will pass under Koontz Lane and Clearview Drive. Just south of Clearview, the new road will curve to the west and pass under Snyder Avenue near Silver Sage Drive (which will be terminated on either side of the freeway). From there, the route will pass over S. Carson St a few yards south of its current signalized intersection with the Spooner Summit Hwy (which takes U.S. 50 west toward Lake Tahoe via Clear Creek Canyon). A SPUI interchange will be built here, as future U.S. 395 traffic will exit/enter the freeway using the ramps, while through traffic will continue seamlessly onto & off of the existing U.S. 50 expressway.

Final construction and completion of this phase is now expected to occur between 2012 and 2016, depending upon funding, with some preliminary work taking place from 2010 to 2012. Once open, both U.S. highways in town will be routed onto the completed Carson City Freeway. It is now unclear if Business Route 395 will be extended south along Carson Street of if that whole street will be resigned as Nevada S.R. 529 (its existing legal designation). But E. William Street between Carson and the freeway is expected to be resigned with its current legal designation of S.R. 530 - unless Nevada DOT decides to make it Business Route 50 instead.

Either way, the entire Carson City Freeway itself will then also be designated as the southernmost portion of Interstate Highway 580, which now extends only to the William St SPUI. This will finally result in a full, Interstate quality freeway route between I-80 just east of downtown Reno and the south side of the Silver State's capital in Carson City. Though U.S. 395 will be co-signed for its entire length (and U.S. 50 as well, for the short stretch between S. Carson St and E. William St), the full route will legally be designated as I-580. That's why you see the I-580 shield in this project's logo, though officially remained only the "U.S. 395 Freeway" until completion of the aforementioned Steamboat Hills section.
