For Vegas newbies, I often recommend staying mid-strip, since it's has a lot activities/attractions within walking distance. CET properties such as Bally's, Linq, Flamingo, Harrahs, etc. often have fairly good rates as compared to the higher end places. The Mirage (another MGM property) and the TI are also good options, since they are also mid-strip. Although, you need to factor in the Resort Fees when making comparisons of the actual rates. Free wifi in your room is usually included with the resort fee at most places.
A lot of my friends who don't rent a car have also been using Lyft instead of taxis, since they give better service and are cheaper. So, it's easy to get around the strip or anywhere around town for the days that you don't have a rental car.
As for shows, tickets for some of the big production shows can be pretty pricey if you're not receiving discounts or comps. I've seen most of the Cirque shows in Vegas and they're all pretty good. LOVE is one of my favorites. Terry Fator's show at the Mirage is also very good. Le Reve at the Wynn is another good one.
If you plan to do any gambling, be sure to sign up to the players clubs and you will start receiving discount and/or comp offers for future visits.
